cGPA less than 3.0 - spring course
I realized my cGPA is less than 3.0 (2.8), and may not continue in university, but I'm retaking a course right now (spring term) which I failed before, does this course count in my cGPA?

Anything you take will be counted in your cumulative GPA.

The problem is, I don't know whether summer classes will affect your standing, because from what I remember, they normally decide based on Term 1 and 2 results. Contact your adviser just to make sure you aren't wasting money on summer courses, and that they will in fact help you remain in university.

Im quite sure that summerschool courses will not go into calculating your GPA unless you have taken less than the amount of units needed before they can do a review. PM me if you have any more questions!

I'm no help here. I got As in all my summer courses, but my GPA is an A. Dunno how people get a D+ GPA, they must try really hard.

Usually assessment to continue in programs are based on your Fall/Winter GPA, so if you are retaking a required course or if you're taking a course to boost your GPA this summer, I don't think it will count towards your standing
