Is Clearing your transcript possible?
Is is possible to erase your transcript if your marks were horrible due to a serious medical issue? Does anyone have the power to do that?

You can cancel your classes, that way it wont show your mark I believe. And noone will say a thing, because you can cancel them for various reasons.

If you have finished the course, no.
If you are currently in the course, there are a number of avenues you can take, such as looking at medical accommodations, reducing your courseload (the failure-by-default date hasn't passed yet), and if you feel like you've tried to get accommodations and are being stonewalled by the prof, campus health is pretty helpful with that, and there's also the ombuds office. They don't tend to like to revisit courses that have already been completed, though.
Usually, when you submit your transcript somewhere, you also have the opportunity to explain any discrepancies. Often applications to professional/graduate schools will outright ask, and if you're applying to a job you can put a note somewhere (although in both cases, you usually need to show that you are capable of doing well when the issue has been resolved/managed).

No unless you have been reinstated. As for medical reasons for not being unable to continue a course it would probably show up as cancelled. For marks already completed, no

Err...no.
First, to transfer to another institution they'll want to see your current transcript. So if there are transcript issues, you'd still have to deal with them.
Second, if you want to apply to grad/professional schools, they tend to want to know ALL of your marks from all the schools you've attended. If you leave out a school due to poor grades and they find out, you'll get kicked out plain and simple. And it really isn't that hard for them to find out.

I messed up first year due to very serious medical issues. This really puts me in a tight spot for a competitive gpa for grad/prof schools. So I was wondering how I could go about with this.

Like I said, most grad/professional schools will give you a chance to explain why. Say first year you end up with a super low average, but every other year is like, 9+, they'll obviously see the discrepancy and see that you have dealt with whatever issues and are capable of doing well. It helps that it was first year too, because schools tend to care more about your more recent marks anyways (some grad schools only look at the last 2-3 years, other schools will put more of a weighting on recent years).

Check your reinstatement letter, it will tell you for sure but yes generally with reinstatement your CA is reset to 0.0

Oh...lol you should have said this earlier, it makes a difference. When you're reinstated, your CA is reset to 0.0 over 0 units (essentially what you would have started with going into first year). I'm not sure exactly how this shows up on your transcript, but you can always ask the registrar/order a transcript to see for yourself.

Um you actually can do that but you have to request it from the dean of the faculty you are in. I've had to do it when I had something greatly significant happen to me and had to drop out for a year. you can do it but it takes a lot of work and time to fix the problem.
look into the human rights and equality services on the 3rd floor of the student center. I had to get them to talk to the dean of my faculty for me. If you've got a very good reason they can help you and it might be possible for them to remove the marks.

Yes. Once you are reinstated, your GPA is reset to zero. Apply to grad school without worry!
