What exactly qualifies as first gen student? Does having one of your parents go to a university in a third world country discount you?

You have to be the first one in your immediate family to attend a post secondary institution in Canada.

yes. (i.e discount meaning you're not counted among the first gen students)

So if your parents didn't attend post secondary in Canada then you are first gen, but if your sibling attended post secondary in Canada then you are not first gen?

You're still a first gen even if your siblings have attended.

Actually no

Post-Secondary Attendance: have attended (but not necessarily having obtained a credential) any institution of higher education in Ontario or elsewhere including outside Canada after high school (includes programs that lead to a post-secondary credential: e.g. degree, diploma, certificate).

So parents who attended university outside Canada do disqualify you
