From what I've heard, if you can read French decently well, the competence test you'll have to take when you enter for your grad degree should be a joke in most universities.
Not sure about RMC, though. Most universities just require you to be able to translate documents for the sake of primary source analysis, perhaps RMC requires fluency, though...
