Contact Student Accounts and Cashiers to see if the 50$ charge is already on their system and if you can pay it off. As for an appeal, housing would be my best bet.

The request for an extension is only valid for out-of-province/country pre-booked flights or for academic reasons (change of exam, lab/thesis work, etc..)
Even though this is the case, I also doubt an appeal would be granted. The move-out day was known by the student for over a month so it's expected that the student would be able to accommodate the move-out day and if there was any reason why the student was able to then they should have contacted housing a long time ago.
