Funny enough, I'm trying to do the same thing myself. I asked a good amount of professors and the science dean in my first year and some say yes and some say they don't know.
There is no where in the course calendar that says a chemistry major cannot minor in biochemistry, the only special condition is that you have to take 12 units outside of your major to get the minor.
So, you have CHEM 1A03, 1AA3, 2OC3, 2OD3 (which serve as 2OA3 and 2OB3) and BIOCHEM 3G03. I recommend taking BIOCHEM 2EE3 so you can take higher level biochemistry courses, which require these two biochemistry courses as prerequisites. So, including BIOCHEM 2EE3, you need to take 3 more biochemistry courses to get your minor.
Now I am in the middle of emailing the biochemistry department to make sure I can get this minor, so I'll let you know when I hear from them, but I expect them to confirm that a chemistry major can minor in biochemistry.
