The school should switch to GMail. It's a proper web-based system, with proper security, has good spam filters, has a super clean UI, super easy administrator access and so forth.
For the record I don't mean we all get
[email protected] accounts. The University can actually enter into a contract with Google and use the web-based GMail software used on a corporate level.
There are Universities in the States doing this and saving like 60% of costs. Here's a story about Australian Universities switching:

What it means:
-MUCH more space. AkA no longer will accounts run out of space.
-WAY nicer interface
-Lack of need to forward the MUSS Emails like so many people do
-A LOT CHEAPER!!
another option that is also being adopted by a ton of schools is called Zimbra, which is a bit more expensive but has a lot of options that is good:
