Your missing the point. The fact that he's a 3rd year, I am going to guess he already knew about it and was not searching for it. I think he was speaking for the first years who are not aware of these tests and would not know about it and thus the fact that it gets posted every year would be irrelevant.

Yeah, he could have done a search for them but assuming he' a first year, not every single person is going to come up with the great idea like that. I personally would not have.

Thus, its undeniable that it would have been much more beneficial to students if this post was made at an earlier date seeing as a lot of people have already finished their exams. If anything it just mocking them. It's like someone giving you the answers to a test you just finished an hour ago, how would you feel? I know its not the same, but hopefully you see my point.
