Yes, why on earth wouldn't it?
There are undergrads taking summer courses, grad students taking courses and needing to arrange thesis defenses and all of that stuff to get their degrees, students who need transcripts, a whole incoming class of thousands of students who are in the process of registering, there's fall/winter timetable making and setting up course selections for the entire undergrad population, undergrad fall/winter grades being finalized throughout May, and probably a bunch of other stuff too. The university doesn't close for the summer.
