Man, I have to put it blatantly: No one in here has a clue. When you are applying for reinstatement because of a low GPA, each person has an individual case, and that case is looked into by administration, and then decided upon. You have your case to plead, and we can't really say "Tell them this, tell them that"... No one on here is/should be a "reinstatement coach".
That being said, did you ever try to get involved with anything? To do anything? 100% of these cases where people fail due to anxiety and stress could have been solved with peer support. I can guarantee that no one with support from peers has ever failed out due to a sense of anxiety within their surroundings.
Honestly, I say it to every prospective engineering student as well: Get involved and do something. Meet people. You're going to learn a heck of a lot more, and you're going to have SERIOUS support from that interaction. Administration would agree with this completely, and it's something that might be applicable in your reinstatement if you can figure out how it is applicable to you.
Believe it or not, while I didn't give you the answers to get back in, I provided you with some strong information on how to go about setting yourself back on the right path, which is what administration needs to know from you, in order to let you back in. Saying, "I was anxious without my family, and now they moved to town, so my family will support me through my education", isn't quite going to cut it for solving your ultimate issue.
