If I get into the program I want (Comp. Eng) I have to take an elective. Do I have to take a second year course as an elective or can it be a first year course?

I'm pretty sure electives can be from any year (unless certain electives are recommended for you to take).

Can be a first year course

You can take any level elective you want as long as it's on this list:

So if this is on our the udergrad calendar for our program
"3 units approved complementary studies electives"
we HAVE to take an elective? *crying face*

Yes. You can take it in summer or in your upper years, but you have to take it to graduate.
