Yes they can, it depends on the circumstances as well as the department. Languages usually have the seats blocked off because you have to take a proficiency test before you are allowed to take the course.

The courses I'm trying to get into are Multi Media (1B03), Music (1AA3) and CMST (1A03). Do these courses generally have extra spots released/ people are let in?

That's kind of odd. I distinctly remember seeing wait lists from something... but after I checked again I can't find waitlists for anything...

So after staying up past midnight last night to find out its not working and sitting on a library computer for three hours refersssing ad not getting on, to coming home and doing that until 9, i finally got on!!
