why cant i see my courses yet on webct? ive paid everyhing and it says on mugsi that im fully registered!

Your professor needs to setup their class on WebCT. Usually this doesn't happen until classes start, sometimes a few weeks into class.

Yeah, WebCT won't be up until the first week of classes at the earliest. There is no need for profs to set them up yet, so they usually don't.
