Additional fees being adding to account statement?!?

So my payment method is Osap, and I had actually payed the 60% of my tuition in September just like everyone else. But now my student account has added an interest charge

and a flex plan fee. Why are they continuing to charge me more money, I don't use my student card except for my meals which are on campus.

Is the interest charge coming up because of the addition 40% I have yet to pay, I just don't understand why they're doing that.

Now I have to pay about $100 more and I'm getting worried as to why it's going up.

Someone help!
