 | Wait it out. A lot of people drop courses in the first week so you'll likely be able to get a spot in the class early September. I would check periodically up until then as well. Why don't you want to contact the department head?

 | Thats not true. I get most of my psych courses by talking to the department of psychology academic advisor and she gives me seat authorizations. 
 There is a list somewhere (cant find it) of all academic advisors for each department and talk to the person that represents the course, they will give you a seat authorization if there is seats left.

 |  When do you normally email the people to do this? I'm flipping out because I need a couple psych courses that have been full since pretty much the beginning of time & I'm checking daily.

 |  I went to Ann the day after my solar registration opened back in june I think. And I told her that I am working for a minor and I really need this course is there a waiting list/possibility of me getting a seat authorization and I always get them

 | Someone almost always drops in the first week of the course. What I recommend, other than obviously continually checking SOLAR for a spot, is attending the first one of two classes. It's pretty much inevitable that someone will drop, and the first class can be important. Go sit in anyway. Even if you can't get into the class later, at least you sort of know what your getting into if you can take that class at a later time.
