I'm 99% sure you can get into second year with 24 units - you don't require 30, although the course calendar makes it seem like you do.
18 units is pretty low, though. I'm not sure how it works for part time students. I don't even know if you're considered part time, since you were initially registered in 30 units.
Also, you only need to do 18 units overall to get reviewed...so the OP's grades wouldn't have been officially reviewed in May after completing 15 units, and then at the end of the summer session, since 18 units will have been completed, it would get reviewed. You won't need to wait another full year to get reviewed.
As to whether or not you can get into the theatre and film program with 18 units, you should talk to your academic advisor. Is there a reason you're only doing one summer school course? If you don't want to take an extra year, then you'll have to do summer courses or overload to make up the credits. Given your academic situation, overloading might not be the best option.
