You should see an advisor and they can tell you more about the process and whatnot based on your specific situation. Reinstatement is on a case-by-case basis. I don't think you'll be allowed to skip to level 2 though because you're given a clean slate (as if you never took the courses), but there might be exceptions to that.
You need to have a legit reason to get reinstated though.
