You need to see an academic advisor to make the switch. It should be possible provided you meet all of the requirements (see course calendar).
If (and this is an assumption on my part, I'm sorry if it's incorrect!) you are in the 3-year program because your marks weren't good enough for the honours program, you'll likely need to bring them up before they let you in. You should see an advisor regardless, though.
